proposal: COMMUNITY-DESIGNATED LAWFUL PEACE KEEPERS

A Voluntary Safety & Stewardship Framework for Schools and Public Places


Purpose

This proposal offers a lawful, community-based option for safety in schools and other public places by recognizing designated Peace Keepers of the People - individuals entrusted by the local community to uphold peace, protect life, and support de-escalation and preparedness.


The aim is not enforcement, authority, or control.

The aim is presence, preparedness, and accountability grounded in consent.


Foundational Principles

Participation is voluntary. No school, organization, or venue is compelled to adopt this framework. Adoption occurs only through transparent agreement with families, staff, and community stewards.


Peace Keepers are selected through local governing bodies with clear standards, open review, and ongoing accountability.


The primary duty of a Peace Keeper is prevention, awareness, and de-escalation. Calm presence and early response are prioritized over force.


Peace Keepers act in lawful standing as community safety stewards. They are not police officers and not vigilantes. Their role is defined by agreement, scope, and responsibility.


Where adopted, local authorities are notified so that lawful Peace Keepers acting within their documented mandate are respected and not presumed adversarial.


Scope of Application


This framework may be adopted by agreement of the governing body for:

Schools (public, private, charter, independent)

Community centres

Faith buildings (Ecclesia)

Public gatherings and events

Other venues where local consent is established


Role Definition: Lawful Peace Keeper

A designated Peace Keeper is a trusted community member who maintains visible, calm presence; supports safety planning and preparedness; assists in de-escalation and crisis response; acts only within the clearly defined scope agreed upon by the institution; and coordinates with emergency services when required.


Peace Keepers do not replace emergency services.

They provide a lawful bridge between prevention and response.


Selection & Vetting (High-Level Standards)


Each adopting institution establishes its own process, which may include demonstrated character and judgment, reference and background review, conflict-of-interest disclosure, and ongoing evaluation and renewal.


No individual self-appoints.

Designation occurs only through documented community consent.


Training & Readiness (Non-Technical)

Training focuses on de-escalation, situational awareness, child and youth protection principles, crisis communication, legal boundaries and duty of care, and coordination protocols with staff and emergency services.


Training standards are documented, auditable, and reviewed regularly.


Governance & Oversight

Each participating institution maintains a written Peace Keeper Charter, a defined chain of accountability, incident reporting and review procedures, a community feedback process, and clear procedures for suspension or removal if trust is breached.


Relationship with Police & Emergency Services

This framework seeks cooperation, not conflict.


Police and emergency services are informed of the program’s existence and scope. Peace Keepers defer to lawful authority when appropriate. Authorities are asked to recognize Peace Keepers acting within their documented mandate as community safety stewards, not threats.


Transparency with Families & the Public

Before adoption, the program’s intent, scope, and safeguards are fully disclosed. Families and stakeholders are given opportunity for questions and objections, with clear opt-in or opt-out provisions where applicable.


Ongoing transparency is essential to trust.


Why This Matters

Communities are not asking for fear-based solutions. They are asking for presence, responsibility, and local stewardship.


This framework respects families, respects lawful authority, and respects the principle that safety is strongest when rooted in relationship rather than distance.


It offers a measured, lawful, consent-based option—nothing more, nothing less.


Governance & Participation Pathway

This framework is stewarded using sociocratic governance, a method designed for clarity, consent, and shared responsibility.


Rather than decisions being made by distant authorities or informal influence, sociocracy provides clear roles and domains of responsibility, consent-based decision-making, transparent feedback and review loops, and distributed leadership grounded in trust and accountability.


This ensures the Peace Keeper framework remains lawful, adaptive, and community-held, not personality-driven or centralized.

This call will walk through the sociocratic structure supporting this framework, clarify where help is needed and where it is not, offer space for questions and reflection, and allow individuals to self-assess alignment before stepping forward.

Participation unfolds in stages: learning the structure, observing the process, offering skills where invited, and stepping back if or when appropriate.


No one is rushed.
